Limited: Only allowed to select members, wether they be a clan or not. You may not start off with these Jutsu.
Banned: Cannot be used except under special circumstances.

Jutsu:

Limited:

Rasengan - Can only be learned by students of ones who know the Rasengan.

Chidori - Can only be learned by students of ones who know the Chidori.

Fūton: Rasenshuriken - Can only be learned by one who has mastered the Rasengan and if they have the Futon Chakra Affinity.

Raikiri - Can only be learned by a person who has mastered the Chidori.

Kirin - Can only be learned under intense training and under strict discretion of the Village Kage.

Kage Bunshin no Jutsu - Labeled as forbidden, you must train hard for this technique. You are only allowed to create a certian number of clones per rank and chakra.
